An assembly in Northern Ireland has started well, with Catholic and Protestant groups agreeing to share power, but there are a number of pitfalls which could affect the project. These include small local issues such as housing and other services. Politicians in Northern Ireland have not had to consider how projects would be paid for, and difficult funding decisions have been taken by central government. This has changed, and the test of the new assembly will be when it has to deal with budgets.

Northern Ireland has a new assembly which was inaugurated in Jul 1998 and is being reconvened in Sep 1998. Ceasfires have been agreed by paramilitary groups. There is a lack of detail in the parties' plans for Northern Ireland, and there could be disputes over health and education spending issues. The parties also have to decide on whether ministries should exist and who should run them. There is support for the new asembly from the UK, US and Ireland, and this should help it to succeed.
