Strategic gropes to the desktop revolution
Article Abstract:
Studies of the development of the personal computer (PC) market contrast the management approaches of International Business Machines Corp (IBM) with that of Xerox. IBM, after failing to make PC research and development a success within the parameters of its corporate culture, allowed a dedicated and loyal team of researchers to develop the PC outside of the usual culture of product development. The team departed from IBM's standard operating procedure and produced a successful product within one year in an area where IBM had no market penetration or expertise. Xerox handled PC development in-house within the parameters of its corporate culture and was unwilling to encourage its development team. Xerox was too late to the market and missed a great opportunity. Companies that want to develop innovative products should identify and nurture a research team and allow it the freedom to develop products outside of standard operating procedures.

Sewing machine factory in China grapples with growth
Article Abstract:
The Baoding Sewing Machine Factory in China experienced a complete change in management in 1979 that introduced new ideas and a revamped organization structure. Part of the new organization plan was the formation of a planning department staffed by four employees and kept separated from the office and production facilities. This department created short- and long-term plans that were passed along to the production department, which in turn passed shorter-term plans to the workshops. The operation of the planning staff and its role in the introduction of new production techniques and overall management are described. The new organizational structure resulted in considerable quality improvements, the development of new products, and a reduction in costs.
