Progression towards European unity has slowed as Britain, France and Germany have allowed domestic issues to overwhelm their policy towards the EC. French Socialists fear the political consequences of the General Agreement on Trade and Tariffs if it is ratified.

The Maastricht treaty to unify Europe and strengthen the European Community has met with much disapproval in recent referendums. Maybe the problem is that the document itself is so difficult to decipher. A 'plain language' version of the treaty is provided.

The rejection of the Maastricht treaty by Denmark has made countries belonging to the European Free Trade Association reluctant to join the EC. Disagreements over a budget for the EC are also slowing down progress towards unity.
