Article Abstract:
The General Accounting Office Report on the reactions evoked by the proposed legislative bills for education programs show that people feel that operational expenditure will decrease and and effectiveness of education programs will increase with these new bills. Increased fund management responsibilities and decreased bureaucratic regulation will also result. Amendments made by the Congress in terms and conditions for the grants due to its dissatisfaction with the management of grants by the States during Regan administration are discussed.

Article Abstract:
A visit to the Cofan Indians in the Ecuadorean rainforest can be an extremely interesting experience. It is possible to live as the Indians do, seeing the rainforest in all its glory. It is important to avoid trips which treat the Indians simply as exhibits. Tourism may help them to survive, but only if they are actively involved.
