Gross traffic receipts have been revised to Rs30,416 crore against the budget estimate of Rs31,472 crore. To meet the shortfall in earnings, a savings of Rs345 crore has been effected in the non-Plan expenditure. The Plan expenditure has be revised to Rs8755 crore against the budgeted outlay of Rs9500 crore. It is estimated that the recommendations of the Fifth Pay Commission will increase the payment of pensionary dues by Rs1530 crore to Rs3830 crore from Rs2300 crore. To meet the additional pensionary liabilities, the Railways proposes to withdraw Rs1313 crore from the Railway Fund. The Indian Railway Finance Corporation plans to go in for additional market borrowing of Rs180 crore. This will increase the total market borrowings of the Railways to Rs3080 crore from Rs2900 crore.
