The government of Taiwan has authorized direct trade and transportation mini-links between the islands of Kinmen and Matsu and China's Fujian province in the hopes of stimulating tourism. However, China is demanding full links and will not allow its citizens to go to the islands.

Taiwan's elections found the Democratic Progressive Party led by President Chen Shui-bian holding a majority of legislative seats. The Chinese government suspects that the new ruling party may attempt to give Taiwan independence from China.
