Taking stock of South Korea
Article Abstract:
The South Korean government is showing signs of a shift in policy by refraining from its interventionist role in the financial market. Although, the government has made changes in the stock market, investors have been frustrated by the slowness of the change and the government's flexibility in other issues will be welcomed by foreign investors. The case of W.I. Carr, Schroders and Regent getting to own a 17% stake of Medison, which is well above the set upper limit of 12%, illustrated the government's willingness to make provisions.

South Korea's economy is slowing after several years of fast growth. In Dec 1995, industrial production was up just 6.8% from a year earlier, and lower interest rates reflect a decline in corporate borrowing and other financing. Exports in 1996 may grow just 15%, down from 32% in 1995, due partly to the yen's fall against the US dollar and the won's simultaneous rise. The govt hopes to lower the current-account deficit, which hit a record $8.8 billion in 1995, to $5 billion or $6 billion, and hold inflation below 4.5%.

South Koreans are voting in the presidential elections on 19 December 2007 to select a person who they believe will manage the economy best. The nation is struggling to position itself with the rise of the Chinese economy and become an advanced market-driven economy. Lee Myung-bak, a former chief executive at Hyundai and former mayor of Seoul, is leading the race.
