Israeli prime minister, Binyamin Netanyahu, aims to extend the boundaries of Israel in a move that is geared to increase the number of Jews in the area and strengthen Israel's hand in final negotiations with Palestine. The scheme appears to run counter to the Oslo peace agreements since it involves an alteration by one party of the status of Jewish settlements and the city of Jerusalem. The Palestinians want help from the Security Council of the United Nations, but Netanyahu argues that the peace process would be harmed if the Security Council were to debate the issue.
