Article Abstract:
Tax reform in the 20th century is examined, including current proposals. Taxes rose in tandem with spending until the Reagan years, when sweeping cuts and loopholes caused the budget deficit to skyrocket. Two radical but sensible simplification plans will probably be ignored by Congress.

Jim Florio's toughest fight

Jim Florio faces a tough battle to win re-election as governor of New Jersey. Shortly after taking office, he raised taxes to cut budget deficits and increase funding for schools. The tax increase made him very unpopular, and even led to a failed recall drive.

Labour Party candidate Neil Kinnock has reasserted his socialist views by authorizing a shadow budget that taxes the rich to feed the poor. Earlier hints at a gradual tax increase were dropped for the political shock value and champion-of-the-poor image.
