Tearing up blacklists: difficulties with excluded-materials lists may be resolved through an alternative approach which puts the emphasis on good practice
Article Abstract:
Excluded-materials lists aimed to prevent the use of materials that could risk health and safety. They were introduced to the UK construction industry in the late 1980s, but there is evidence that they have complicated the process of materials selection, as lists are often technically incorrect, not clearly worded and are often excessively long. Alternatives to lists have been explored, such as a definitive excluded materials list produced by an independent body, the introduction of a non-material specific clause and a change in emphasis from exclusion to good practice.
