The Sep 11, 2001, terrorist attacks on the US have exposed failures in US intelligence services. Possible responses include improving co-ordination between intelligence services, and hiring more agents in the Middle East.

US Pres George Bush's proposed anti-terrorist measures have provoked debate over the balance between security and civil liberty. However, on the whole the measures represent only a small shift in this balance.
