The China connection
Article Abstract:
Allegations that the Chinese embassy in Washington attempted to direct funds to the Democratic party before the 1996 presidential campaign have served to bolster the argument of those who feel that China should be 'contained.' This is particularly the case given that there have already been claims in the media that the US government may have permitted Asian political donors to determine foreign policy. If the Chinese government was involved in US fund-raising, then doubts will be raised about the commerce-first policy adopted towards China in 1994 by the Clinton administration.

Columbia University economist Jagdish Bhagwati says the Clinton administration's overseas economic policies are skewed and violate international trade law while angering US trading partners. As an example, he points to the decision to impose 100% tariffs on many Japanese luxury cars to force Japan to open up to US cars and car parts. While the govt can legitimately build goodwill overseas for US companies, the Indian-born professor says intimidating specific foreign firms sets a terrible precedent.
