The dispute between India and Pakistan over Kashmir arose as a result of partition. Kashmir's maharaja sought independence, but then acceded to India following the invasion of Kashmir by tribesmen from Pakistan, though Kashmir was to be permitted to settle its own future. Kashmir is divided between zones of Chinese, Pakistani and Indian control, with India considering Kashmir state to be part of Indian territory. Security forces within Kashmir could be reduced if levels of violence are reduced.

Can they arrange a cold war?
Article Abstract:
India and Pakistan are prepared to embark on talks, and this is a hopeful sign, though it will not make stockpiled weapons disappear. The US imposed sanctions on both Pakistan and India following nuclear weapons tests in early 1998. Neither country has agreed not to test missiles, though they may sign the Comprehensive Test Ban Treaty. There are more areas of conflict between the two countries than between the US and USSR, so analogies with the cold war could be misleading.

A question of identity
Article Abstract:
Pakistani-backed Muslims battle the Indian army. They wish to take Kashmir. The groundwork for the present strife in the area was created when the British first colonized and then divided India. A referendum must be held to let the Kasmiris decide their own future.
