The bankers' banker
Article Abstract:
Bank of International Settlements (BIS) Dir Alexandre Lamfalussy heads one of the oldest and most influential financial organizations in the world. The Basle, Switzerland-based BIS is at the center of world banking, and offers advice and guidelines for the central bankers of industrialized and developing countries alike. Lamfalussy is the author of the European Commission's Delors report on economic and monetary union in the European Community (EC) and has had a key role in planning the proposed central bank for the EC, the 'Eurofed'. Lamfalussy's idea of the role of the Eurofed is conservative: he believes that the Eurofed should focus on price stability and coordinated currency intervention to preserve the stability of price levels, and is dismayed that the issue of deficit financing by EC members has not been addressed.

Fortress Europe
Article Abstract:
European Community (EC) trading partners are worried that the developement of a united Europe will spark increased protectionism. The EC has not specifically stated how it will eliminate current import restrictions, and Japanese corporations are concerned that they will not be able to access the single market. The EC has ruled out retrospective requirements for banking reciprocity after 1992, which may set an important condition for other industries. The commission has also stated that the unified market will not exclude countries that are not part of the EC.
