The changing face of German unions
Article Abstract:
German labor unions have lost membership and influence over a long period, though the election of a Social Democratic government could be expected to benefit them. The new government has repealed some minor labor reforms and is more union-friendly, and there is pressure to increase pay in 1999. There are also to be talks between labor unions, the government and employers to tackle unemployment. The unions want more training, early retirement, and a reduction in the working week. There is some agreement between employers and unions, for example on co-determination and a consensual approach to labor relations.

Some of the economic problems of Germany are less serious than they might initially appear. German exports performed well in 1998 and German companies could afford to buy foreign firms. High tax rates do not always mean that companies pay a lot in tax, since tax liabilities can be offset against expenses. Labor unions may appear to carry weight, but employers can also achieve agreements to improve flexibility. The pensions crisis is also not as serious as might first appear since pensioners tend to be well off.

Golden present, silver future?
Article Abstract:
There are concerns about the German educational system, though the quality of education in Germany is high and the apprenticeship system is strong. There is a lack of supervision of students in German universities, which are too large. Students study for too long and there are insufficient incentives for university staff to perform well. There are also concerns about the development of information technology in Germany, and about the strength of the entrepreneurial culture.
