The die is cast; constitutional crisis looms over Sultan's privileges
Article Abstract:
Malaysia has entered into a constitutional crisis when its sultans opposed government efforts to limit their privileges. Malaysian royalty and the parliamentary government were forced into a stand off regardingthe issue of immunity from prosecution for the sultans. Efforts to enact a law to allow prosecution of royalty stemmed from an alleged assault by the sultan of Johor on a school hockey coach. The royalty blocked the constitutional amendment to preempt future changes in the status of the sultans. Observers have pointed out that the constitution could be suspended if a compromise is not reached.

ASEAN governments are pursuing a range of strategies to curb the spread of hate literature, pornography, and political criticism over the Internet. On Mar 5, 1996, Singapore announced a censorship scheme holding access providers responsible for blocking objectionable sites. Indonesia's army has launched its own World Wide Web page for counterpropaganda, and in Thailand the largest access provider is sponsoring discussion of a foreign campaign against Thai goods. Human rights activists make widespread use of the Internet.

Article Abstract:
The Earth Summit in Rio de Janeiro on Jun 3-14 1992 will discuss not only ecological issues but also economic and trade concerns. The latter issues are the underlying and more urgent reasons for the summit from the viewpoint of the developing world. The South, where the majority of the world's poor people live, fears that environmental protection will hold back economic growth and they insist on a transformation of the North's one-sided trade policies.
