The US military and political position in Asia remained consistent during the run-up to Taiwan's 1996 presidential election, claims Winston Lord, Asst US Secretary of State for East Asia and the Pacific. In a time of rising tensions that altered the context of US presence, most Asian countries approved of both naval movements and rhetorical statements from US leaders. US policy on China and Taiwan continues to be guided by the same, established principles.

French Pres Francois Mitterand'sIndochina visit last Feb 1993 exemplified France's resolve to foster better relations in Asia. Vietnamese communist officials appreciated Mitterand's pledge of financial assistance and the removal of trade sanctions but they resented the French president's speech on democracy. Mitterand was also hoping that his Hanoi visit could end the stigma of colonial rule.
