Private retail stores are still not allowed in Cuba, yet more than 25% of Cubans no longer work for the state, up from 5% in 1989. Allowing Cubans to hold hard foreign currency in 1993 was a key to the private sector growth; especially in the black 'resolver' market of services or goods for dollars.

The demise of communism all over the world has impacted Cuba's ability to survive as a socialist economy. Other problems, such as a poor sugar harvest and reductions in hard currency reserves and precious metals, are generating interest in seeking foreign investments.

Article Abstract:
Foreign investment is quite active in Cuba and the government courts investors despite its official abhorrence of private ownership. Tourism is also expanding. Cuba's relations with these foreign visitors is usually quite cordial.
