North Korea's refusal to allow for international inspection of its nuclear facilities as required by the Nuclear Non-Proliferation Treaty (NPT) poses a difficult foreign relations problem. The US and the UN appear poised to use sanctions to coerce the North Koreans into rejoining the NPT.
