The labor market in Minnesota is tight, with unemployment recorded at 2.1% for April 1999, the lowest for the US and the history of Minnesota. The rate is even lower, at 1.6% in Minneapolis and St Paul. Employees are offered stock options, and starting wages are rising. Some immigrants have migrated to Minnesota. The Senate has voted to permit more skilled foreign employees to enter the US, and this would benefit Minnesota. A shortage of labor could hamper growth. Minnesota has high income taxes and cold winters, though it offers lakes and a good public education system.

Article Abstract:
Rainfall in Texas and surrounding states is nowhere near normal, down 70% to 85% in some areas. Agriculture, a major Texas industry, is suffering and experts estimate a $6.5 billion loss in 1996. Cattle ranchers and the cereal and cotton industries are the hardest hit.
