The government of Zaire is close to collapsing because of corruption in the government led by Mobutu. He has ruled his party, the Popular Movement of the Revolution, since Nov 1965, but challenges led by rebel leader Laurent Kabila have increased and been more successful. Zaire's economy needs help.

Rebel leader Laurent Kabila is in the process of taking over control of Zaire's government, and freeing the country from the long-standing dictatorship of Mobutu Sese Seko. However, once seen as a savior, Kabila is demonstrating certain dictatorial tendencies of his own.
