Culture explains less about the differences among people than is commonly assumed. Culture is changeable and imprecise. Most people do not identify themselves by their culture but by some narrower group such as their nationality. Several theories about the influence of culture are examined.

Conditions in Iraq worsen as international sanctions take a more powerful effect. Meanwhile, Saddam Hussein is just as firmly entrenched in power as he ever was. International calls for his overthrow are hopeless, as he appears content to stalemate his enemies while his people suffer.

Iraq is making an impressive recovery from the damages of the Persian Gulf war, despite the embargo on many important goods. Much of what was destroyed by bombing has already been rebuilt. Saddam Hussein is still very much in charge, despite his country's overwhelming defeat.
