The market-minded Kosovars
Article Abstract:
The economy of Pec, Kosovo, Yugoslavia, is undergoing a recovery after a war which left 500 people dead and half the homes destroyed. Ruined buildings are used as stores selling a wide variety of consumer products, and a shopping center has been set up by an enterpreneur, whose detergent plant was bombed. There are shortages of electricity and there is no telephone or banking system. There is trade rather than production, but this could change. Kosovans are resourceful and self-sufficient and are rebuilding more rapidly than Bosnians were able to do.

Article Abstract:
There is a need for cooperation between the US and Europe, and this may involve a force that is smaller than the North Atlantic Treaty Organization during the cold war. Air power can be made more effective, but ground troops are also sometimes needed, and local assistance may be helpful. A moral commitment is needed when waging war, as well as technological expertise. Democracies will have to contribute their own soldiers if others cannot be found to fight.
