There has been uncertainty about the future of the federation in Canada following the rejection of independence by Quebec in a referendum in 1995. The narrow rejection meant the the issue lay dormant, and a Supreme Court ruling stated that a clear question had to be answered with a clear majority for independence to take place. The Quebec minister for inter-governmental affairs, Joseph Facal, has stated that this is a political issue, rather than a legal one, and this means that the issue has revived.

Article Abstract:
The vote on whether Quebec should seek sovereignty which took place in 1995 gave a small majority in favor of remaining within Canada. Separatists argue that anglophone propaganda was responsible for their defeat. measures to impose the French language in Quebec led to a number of businesses leaving for Toronto. There are a number of issues that would have to be tackled if Quebec were to become independent, such as its economic and political linsk with Canada, and responsibility for Canada's debt.
