US-based AES Corp has a mixed track record in the challenging business of independent power production in Asia. With $400 billion of investment in that area needed over the next decade, the field should be wide open, but political convolutions and other problems have left only Gordon Wu's Consolidated Electric Power Asia making money. AES chairman Roger Sant praises Pakistan's bidding model, which focuses on the cost of delivered electricity and ignores capital costs. That gives IPPs more flexibility amid falling equipment prices.

A sporting chance

Cambodia managed to field a five-person Olympic team despite overwhelming obstacles. A team only became possible after the 1993 democratic elections. The sole Cambodian stadium track is in disrepair, the only large pool was unusable until 1996. The sprinter owned one dilapidated pair of running shoes, and could not eat all he should and still feed his wife and child. The wrestler had to go North Korea to find a wrestling partner. The team did poorly, but their mere presence was a Cambodian triumph.

Panting for breath
Article Abstract:
South Korea and Taiwan are among the most successful newly industrialized countries. While South Korea has depended on a few giant firms, Taiwan has a proliferation of small businesses that have learned to survive despite their size. Taiwan is enjoying its leisurely industrialization pace as it easily attracts foreign investment and trade. South Korea, on the other hand, has a big trade deficit and its industrialists need to efficiently use capital if rapid growth is to be maintained.
