The president carries on

The Starr report has been widely publicised in the US. President Bill Clinton is seeking to present an image of an international leader, while his lawyers argue that the report simply relates to his private life. The issue of whether it was necessary to supply Congress with an effective porn movie script is irrelevant, once the report has become public. Clinton may be best served by his popularity, and only a minority of the public is seeking impeachment, while the majority approves of his work as president.

Article Abstract:
Opinion polls show increased approval ratings for President Bill Clinton, and a majority against having made public a grand jury videotape on which Clinton appears. The president, meanwhile, is accusing Congress of lack of responsibility and choosing partisanship rather than progress, in relation to the budget. The Republicans in Congress are not likely to seek a showdown over the budget, and are likely to send Clinton bills that they are sure that he will sign.
