The European Commission is attempting to harmonize tax rates in the European Union and has put forth a 20% withholding tax on nonresidents' savings income. Bankers believe this directive will discourage saving and force the Eurobond market into less taxing areas. There are some who believe it is needed but that the directive was written too hastily.

The International Monetary Fund is requesting Switzerland to change its tax system that lacks unity due to various tax rules used by local and central government. Implementation of a simpler and more efficient tax system can boost the country's economic performance. Proposed changes to the Swiss current tax system are discussed.
