Chinese President Jiang Zemin has proved to be a lot more influential than many people had anticipated when he came to power. He has strong authority over the Communist Party, and has also sought to win the loyalty of the armed forces. He has had enough confidence to implement a radical economic reform programme, and has also succeeded in improving China's relations with the US. It now appears that he wants to be seen to be developing proteges and successors.

Article Abstract:
Chinese hardliners aim to extirpate all aspects of Tibetan religion and culture, and ethnic Chinese have been encouraged to migrate to Tibet. Some Tibetans have benefited from economic development in the region, but ethnic Chinese have tended to benefit more. There are signs that China wishes to negotiate with the Dalai Lama, who may agree in order to preserve some of Tibet's culture. Other Tibetans in exile may seek a more violent solution.
