Article Abstract:
British chancellor, Gordon Brown, has issued a pre-budget report. Economic growth has been faster than forecast, and Brown forecasts budget surpluses for some time. He aims to increase the long-term rate of economic growth. His initial project, to achieve macroeconomic stability, has been successful, and he has also benefited from world economic growth, and the growth of the US. He is concerned about the skills level of the work force, and the numbers of people not seeking work. The proportion of people of working age in work has dropped since 1990, though unemployment has also dropped. Some of his microeconomic measures are positive, but generally, his best policy is not to intervene.
