The travails of a census man
Article Abstract:
Kenneth Prewitt has taken over the Census Bureau, and the task of organizing the census for 2000, the results of which affect government spending distribution and political representation. The Republicans argue that a traditional head count should be carried out, while the president favors a correction using statistical sampling to correct an undercount of poor minorities. There are a number of committees and other bodies seeking information on the census and Prewitt is concerned that the need to provide explanations could hamper the actual work of carrying out the census.

Article Abstract:
Labor unions argue that international trade regulations can be used as a way of improving labor standards, but this view is opposed by the World Trade Organization (WTO). The International Labor Office has defined core labor standards and hopes that public opinion can be mobilized to enforce them. Developing countries are not likely to see a drop in their exports if they abide by the ILO standards. The standards are laudable in that civilized people oppose bonded labor and the like, but they could mean a rise in wages which would lead to higher levels of unemployment.
