Japan's largest ever political funding scandal, in which Liberal Democratic Party leader Shin Kanemaru violated the Political Funds Control Law, has emphasized the wide gap between the ethical standards of politicians and what the people expect from them. Kanemaru pleaded guilty to receiving 500 million yen from trucking company Sagawa Kyubin, which is known to have mob connections, without declaring the money. The media and the urban population were outraged at the extreme leniency shown by the Tokyo Public Prosecutor's Office which merely fined Kanemaru two hundred thousand yen.

The Tokyo District Prosecutors Office has just released new evidence suggesting the involvement of Japan's top gang leaders in the selection of former Prime Minister Noboru Takeshita to the top government post in 1987. The fresh evidence was unearthed in the course of the investigation on the Sagawa Kyubin scandal, which has already resulted in the resignation of top Takeshita ally Shin Kanemaru from parliament.
