Pres Clinton has indicated that he may raise taxes on cigarettes and tobacco products to bring in revenue that will aid the health care reform package. If taxes are raised too much, reduced demand will offset any tax gain. The tobacco lobby will fight increased taxes.

The value-added tax proposed by Pres Clinton may not be the best solution for health care reform, but it would provide other benefits. An administrative advantage is the multi-level collection of a VAT, and it could reduce income tax.

The Supreme Court is awaiting word from Pres Clinton before it decides on whether to hear a case on California's tax of multinational companies operating there. The tax could cause an international tax war and should be overturned.
