The attempts by Spain and Ireland to place limits on the convertibility of their currencies during the Sep 1992 European currency crisis could represent a new move toward increased capital flow regulation. Many of the arguments for foreign exchange deregulation no longer apply.

A recent incident in the Central African Republic involved French troops brought to the forefront the question of why the French continue to maintain a military presence on the continent. French troops reside in colonies that became independent over three decades ago.
