Things will have to get better
Article Abstract:
The United Kingdom government has issued a report on its achievements, and the economy is performing well, while there have been a number of minor reforms in education and public health. Other governments have made major changes, but prime minister, Tony Blair, can boast of no major reforms. There has been no clear decision on membership of European monetary union, and there has been little enthusiasm for electoral reform. There have been changes affecting Scotland, which has its own parliament, but there is a lack of coherence in the strategy toward public services.

Britain's changing government
Article Abstract:
There have been reports of power struggles in the British government, with prime minister, Tony Blair, seeking to centralise power. This is beneficial insofar as it ensures coherent government policy, but coherent targets are also needed. Blair has tended to focus on inputs into public services, rather than outputs. Measures have been pushed through parliament with insufficient consultation. It is unclear what Blair aims to use the government to do, and the evidence of this will come in education and health policies in the two years from 1999.

Now is the summer of our discontent
Article Abstract:
The British government faces problems in Northern Ireland, and in relation to European monetary union, and there are questions as to what the prime minister, Tony Blair, stands for. There have been speeches by cabinet ministers, but they do not say much that is new. Blair has to carry out a difficult reshuffle and may feel less under pressure once this is completed. The government is making more demands on public sector workers, and the impact of reforms has yet to become apparent.
