Article Abstract:
The European electricity market is opening up, major with consumers able to select suppliers in most of the European Union. This opening up is likely to continue, and consumers should benefit since costs should fall and efficiency increase as a result of competition and price transparency. Liberalization has been hampered in some countries such as Italy and France because the laws needed for it to proceed have not been passed. There has been progess in countries such as Britain where liberalization was carried out early on, and further progress is likely to lead to cross-border mergers.

A dim bulb in Maine
Article Abstract:
Electricity deregulation in Maine has not led to increased competition to supply domestic users, and only one bid for the south of Maine has been accepted. No acceptable bids were made for Northern Maine, so Bangor Hydro Electric has been told to find power sources and sell electricity at a price that has already been agreed. Competition is not likely to benefit smaller consumers, though they can combine to form buying groups, and Maine's Council of Churches has set up one such group, to be clled Maine Interfaith Power and Light.

Article Abstract:
Congress and several states are deciding whether to deregulate electric power generation and distribution, and lobbying is heavy from both sides. Large industrial consumers welcome competition. Investor-owned utilities insist on being compensated for 'stranded costs' on monopoly-dependent investments.
