Article Abstract:
New guidelines on housing were issued in Mar 1992. Government policy seemed to be geared towards development in already established communities, rather than building new housing on green field sites. Any green field housing development should concentrate on sites being reclaimed from dereliction or not particularly valuable as landscape. The Labour Party seemed to favour urban development rather than new housing being built in the countryside.

Rural overload
Article Abstract:
A Department of Transport report warns that road traffic will increase between 83-142% by the first years of the next century. Urban areas cannot cope with the increase so it will fall on rural roads, especially as many housing and industrial developments are now sited with regard only to road traffic, both private and freight. It is suggested that taxing the private car and encouraging rail freight are the way forward.

A new basis for planning?
Article Abstract:
Planners are now required to adopt a 'plan-led' approach to cut down refusals and reduce successful appeals against planning decisions. This theory may also yield greater movement and certainty, although these are hard to quantify. Local plans are likely to carry more legal weight, allowing the adoption of US or European approaches to planning.
