Article Abstract:
Hanoi is hosting the Seventh Francophone Summit from Nov 14, 1997 until Nov 16 and there are serious concerns that Hanoi will not be ready to do so. The Opera House is being restored at a cost of $16 million but the work is behind schedule, construction materials have been delayed by customs and there has been considerable disagreements about financing some summit events. Hanoi is anxious for the summit to be successful because it does not want to lose face but relations between Vietnam and France are becoming increasingly strained.

Article Abstract:
Dien Bui Tin, an ex-officer and correspondent in the Vietnamese army, shares his experience in the bloody battle against the French, which took place 50 years ago to gain their independence, in which more than 15,000 Vietnamese soldiers perished. However, he feels that even 50 years later, the true figures have not been divulged.
