The United Kingdom prime minister, Tony Blair, is often seen as having given power to a new class of advisers, yet it was Margaret Thatcher who, as prime minister, sought to promote entrepreneurs. Tony Blair's government has recruited people from a range of backgrounds and aims to use outside advice. Consensus can be achieved by using help from professionals, including big business. This has led to a broad base for government, as well as enhancing the reciprocal loyalty commanded by Blair.

Article Abstract:
The United Kingdom prime minister, Tony Blair, shows too little respect for civil liberties. The Freedom of Information Bill is inadequate. Local government is able to impose curfews to control children, tenants in public housing projects can have anti-social behavior orders imposed on them, and the government wants to incarcerate people with personality disorders who have not committed a crime. There are also proposals to ensure that all offenders are submitted to drug and DNA testing.
