Article Abstract:
The Japanese prime minister, Ryutaro Hashimoto, is seeking to carry out economic reforms but is hampered by factional politics in the Liberal Democratic Party (LDP). He initially appeared successful but came under attack after naming Koko Sato, who had been convicted of taking bribes, to a post in the cabinet. Groups in the LDP called zoko, which have links to special interests, took the opportunity to thwart reform. The zoko have particular strengths in agriculture and construction and projects in these areas are being retained although the government is seeking to reduce the budget deficit. The LDP has also retreated on reform of the post office which promotes wasteful spending.

Article Abstract:
The pace of economic reform in Japan is slowing down considerably. Some observers fear that this trend will have a negative impact on true economic recovery at a time when this is greatly needed. Signs of a shift away from economic reform include the government's decision to abandon plans to reduce spending and to implement new public-works programmes to assist construction companies. It is vital that measures are implemented to make the Japanese economy more productive if lasting growth of between 2% and 3% a year is to be achieved.
