Serbian Pres Slobodan Milosevic had supported a UN peacekeeping plan and ordered a ceasefire, but Serbian Air Force planes shot down an observation team helicopter, and Serbs continue to fight the Croats. Terms of the UN proposal and Serbia's options are discussed.

The Yugoslav winter

The international community should redouble its commitment to sanctions against combatants and aid to victims in the 1992 Balkan civil war. Full-scale military intervention would be unwise, however, since it would only further harm the victims.

It may be too early to send United Nations peacekeepers into Yugoslavia. All sides have not agreed to the provisions of a cease fire to end the civil war, so the situation would be dangerous for the peacekeeping force.
