UNLEASH REFORMS II, SAYS SURVEY
Article Abstract:
The Economic Survey for 1998-99 has advocated deploying the second-phase of reforms to arrest recession and to revive the economy. These reforms include greater liberalisation of trade in agriculture which could free exports from existing controls. It also suggests lowering of interest rates to enable the private sector to borrow cheaper. Real interest rates in the economy are very high thus hampering the growth of industry, infrastructure and exports. The survey calls upon the government to reduce its fiscal deficit to ease pressure on interest rates. The total outstanding borrowings of the government has exceeded Rs800,000 crore which is 50 percent of the gross domestic product. The government's fiscal deficit must be brought down to less than four percent. (uh)(vr)
