The United Kingdom Liberal Democrats will hold their conference in Harrogate in 1999, with Charles Kennedy as the new leader. Former leader, Paddy Ashdown, had hoped for proportional representation to be introduced by the ruling Labor Party, but this has not materialized. Speeches made by Kennedy are likely to be analyzed to assess his position on collaborating with Blair. The question also arises as to how far the Liberal Democrats can collaborate with the Labor party, and retain a distinctive character, since both parties are of the political center-left.

The United Kingdom Liberal Democrats would have had more than 100 seats in if the votes cast in the 1997 election had reflected seats won, but they had less than half of this. Proportional representation could be introduced by the ruling Labor party, the leader of which, and prime minister, Tony Blair, favors a link between liberalism and democratic socialism. There are divisions within the Liberal Democrats over links with Labor, and many urban members of the party oppose closer ties.

Article Abstract:
The UK's Liberal Democrats hoped for a strong showing in the Apr 1992 general election. Instead, their share of the popular vote declined by 4.8%, and they now hold only 20 seats in Parliament. The Liberal Democratic party may be more likely to collapse, rather than replace Labour as the main opposition party.
