Article Abstract:
China has warned Christopher Patten, the new governor of Hongkong, to refrain from political reform which would go beyond the terms of the post-1997 Basic Law. Patten wants to accelerate the democratization process by extending the franchise of the functional constituencies, which will elect 30 members out of 60 to the post-1997 Legislative Council. China, on the other hand, wishes to exclude the liberal United Democrats of Hong Kong (UDHK) from the political process because of the liberals' subversive attitude towards the Basic Law.

Beyond the pale: Britain, China criticised over attitude towards colony
Article Abstract:
The International Commission of Jurists (ICJ) advocates giving Hong Kong's local courts the power to rule on issues which do not affect defense and foreign relations. In a report, the ICJ also criticized the Sino-British Joint Liaison Group, saying it arbitrarily decided on issues, denying Hong Kong residents the right to self-determination. Another source of concern for the international body is the delineation of regions included in the planned special administrative region.
