Waking from Sierra Leone's long nightmare
Article Abstract:
The president of Sierra Leone is to sign a peace agreement to end the country's civil war. Previous peace agreements have not been adhered to, but peace talks are needed since some half of Sierra leone is in the hands of rebels, and Nigeria, which has supported the Sierra Leone government, is finding this support expensive. The Revolutionary United Front, or rebel organization, has been offered cabinet posts. There is concern that fighting could erupt and the agreement may fail.

Nigeria is enjoying relative freedom after the end of the rule of General Sani Abacha. The head of state since Abacha has been Abdulsalam Abubakar, who has released detainees and has started a privatization program. Critics complain that the pace of reform has been slow. The army has yet to be reformed. Presidential elections are planned for Feb 1999, and the rules have been designed to locate a genuinely national leader, since Nigeria is beset by regional divisions.
