Water as a planning constraint: with rainfall patterns becoming increasingly unreliable, we may have to start planning out cities around conserving water
Article Abstract:
A conference, Water, the City and Urban Planning, was held at UNESCO in Paris, and speakers concentrated on the sourcing, treatment and distribution of water, flood control and waste management. The Environment Agency also prepared a thorough study of London. Schemes in Boston and Osaka were discussed, and examples of schemes in the Garonne flood plateau in Bordeaux were presented. Architectural implications for climate change in the UK could involve pervious paving, green roofs, water recycling and on-site treatment.

Research into the operation of historic-building legislation has been jointly commissioned by the Department of National Heritage and the DoE. The aim is to identify cases where regulations have conflicted with the preservation of historic buildings. The extent of interpretation is considered an important aspect, and architects in particular have often met with different interpretations by different building control officers.

Planning: listing sparks a row, the Department of National Heritage's decision to seek public responses to its plans to list modern buildings has provoked controversy

The Royal Town Planning Institute has been called on to reconsider it support for the move away from expert listing of modern buidlings. A group of planing and conservation officers has accused the institute of making arbitrary choices with no explanation. David Cunningham, an architect claims that the current listing process may lead to a form of listing blight.
