West must tighten its military alliance against China

Article Abstract:

Western countries contemplating the sale of defense systems to China should realize that the Chinese deploy these systems creatively in their defense programs. China has been trying to catch up with the 'Revolution in Military Affairs' (RMA), that aspect of defense which leans heavily on communication and information processing technology to gain strategic and tactical advantages over enemies. China has acquired several of these defense-related communications and information-processing systems and has adapted them to their existing arsenal. The West must consolidate its efforts not only in controlling the sale of advanced technology but also in consolidating its allies in a RMA environment.

China must reform government to fit market economy

Article Abstract:

The mere reorganization of central and local governments in China is not enough to effect the improvement it seeks in adopting the market economy, but would more likely be served better by changes in its public finance system. Much of China's socialist roots are still evident in how the government distributes credits for use as capital, as seen in the retention of a significant number of state-owned enterprises and the growing number of state employees. Streamlining the government should take the form of a functional change rather than a mere size change.
