Westminster stands firm in face of Pimlico opposition

Plans to demolish the architecturally famous Pimlico School, in the Borough of Westminster, London, UK, have been opposed by pupils, architects and parents. The government is seeking to fund the demolishment and re-building project with public finance, although refurbishing the building would cost about 10 million pounds sterling. Plans to build a larger school in place of the old one will include a swimming pool, cafe area and concert hall, with 25% of the original site being sold for a housing development.

EH threatens Westminster PFI scheme for Pimlico School
Article Abstract:
The English Heritage is expected to investigate the Westminster Council's Private Finance Initiative proposals for Pimlico School, because they are concerned that the 18.5 million pounds sterling redevelopment project is unlikely to be successful. The Council is anxious for the plans to go ahead because it has a 370,000 pounds maintenance bill and there are many other problems such as solar glare and poor design. Three contractors are to be invited to tender for the redevelopment project in July 1996.

Westminster 'sells' Pimlico permission, ignoring UDP
Article Abstract:
Aspects of a development plan for 169 quality flats on the site of Pimlico School in London, England, have been accepted by Westminster, London, England, planning authority even though they include a higher density of habitable rooms than UDP controls. The plans, which feature 900 rooms per hectare of land, have been heavily criticised. Westminster council, London, England, should have specified a requirement to rebuild the school, according to representatives of the Royal Fine Art Commission.
