There is a theoretical optimum level of savings above which the incentive to save is lost, but most countries save too little because of tax codes that penalize some types of saving. Three recent studies analyze ideal savings rates and the effect of income-tax policies on savings.

Article Abstract:
The Clinton administration and Congress are considering tax breaks to try to encourage Americans to increase their level of savings, which is now a very low 3.6% of GDP. However, research is very inconclusive as to whether tax breaks would have that desired effect.
