The United Nations is finding it difficult to enforce its no-fly zone over Bosnia and its economic sanctions against Serbia and Montenegro. Naval patrols in the Adriatic Sea now have the right to inspect suspect cargo ships, but radar-avoiding flights over Bosnia continue.

A special meeting of diplomats in Geneva on Dec 16 was convened to discuss potential international responses to the civil war in Bosnia. NATO officials are formally considering a host of military options, including enforcement of the UN's 'no-fly zone' in Bosnia.
