Japanese high-tech firms have had to sign licensing agreements with Americans holding patents for such devices as the auto-focus mechanism used by cameras and the integrated circuit. The first-to-invent rule of US patent law hinders large Japanese firms accustomed to patent laws run on a first-to-file basis.
